Several MLTCs, in an attempt to gain additional insight into the claims/EVV process, have begun requiring providers submit their claims via a proprietary billing file to a third party vendor. This has led to a loss of claims transparency, delayed payments and duplicative processes causing significant operational disruptions.

S6123 and A5750 have been proposed to ensure that providers regain control over their billing processes and ensure that plans can not dictate how providers bill for claims that are in compliance with billing standards.
